　　Some people think that the government should provide free housing, while others think that it is not the government’s responsibility. Discuss both views and give your opinion.

　　一些人认为政府应该提供免费的住房，而其他人觉得那不是政府的责任。讨论双方观点并给出自己的想法。

　　首先我们可以总结一下有关话题可以谈到的观点，我们可以从政府职能和公共住房两个方向出发，寻找我们的论点：

　　State / Council Housing

　　1. In some countries the government provides state or council housing. 在一些国家，政府提供国家或理事会住房。

　　2. This helps people who cannot afford to buy their own house. 这有助于那些买不起自己房子的人。

　　3. It can be argued that, however, state housing creates dependence on the government. 然而也可以说，国有住房造成了人们对政府的依赖。

　　4. People should not rely on the government to look after them. 人们不应该依赖政府来照顾他们。

　　5. People have no incentive to earn money and buy their own home. 人们没有动力赚钱买自己的房子。

　　6. Council properties are often made with cheap, poor-quality materials. 市政房屋通常是用廉价、劣质的材料建造的。

　　What governments can do

　　1. Governments provide public services like healthcare and education. 政府提供医疗和教育等公共服务。

　　2. They support people who are living in poverty or unable to work. 他们支持那些生活贫困或无法工作的人。

　　3. They are also responsible for the security and well-being of their citizens. 他们还对其公民的安全和福祉负责。

　　4. Governments pay the salaries of public sector workers like police officers and teachers. 政府支付警察和教师等公共部门工作人员的工资。

　　5. Free education and healthcare may be provided by the state. 国家可提供免费教育和保健。

　　我们可以利用以上这些观点，来整理出我们的主体段：

　　To begin with, the government collects taxes from the citizens of the country. The responsibility lies in officials to look after the people of the country and make sure that nobody is left homeless. They should build new buildings to accommodate people who cannot buy such expensive properties. For example, a survey report submitted by the India Times states that in Hyderabad the new government has constructed various lofty buildings in different places for those whose earning is below 50,000 yearly. In this way, the regime can prove to be a valuable asset to the public in need of such homes.

　　In contrast, both men and women, irrespective of their caste, or religion give votes to the authority of the nation, believing that they will do something better for them, and provide them with employment, better standards of living, etc. People belonging to the poverty section, hope that the ruling judiciary will benefit them, and their children, such as giving their little ones free education and a spacious flat for them to live in given to them under a provisioned scheme by the Ministry of the Republic. For instance, a report submitted by a Chinese newspaper states that the ruling party in China has allotted 80 3bhk flats to the poor people including all amenities under a family scheme. Other kingdoms should also follow China and implement this law to make a better place for underprivileged communities as a whole.
