It'll cost more to build two kinds of facilities than single ones within the same number of population. Government would rather invest more in weapon development than build more houses for women troopers.

Should it remains unable to unfold my perspectives, it'll come as reinforcement that women's physical weakness make them unable to compete with men. Battlefield is the place where the predators survive. Both experiment and statistics indicated that dislike men, women can't fulfill missions with high risk and tense due to their physical weakness. That's why it could be rarely to deploy women in the frontier along with men. The difference in body structure determines men were born to be matadors.
